Programme Board

The board comprises chairs, chief executives and directors from participating NHS organisations. It shapes the strategy for the programme and engages with ministers, the Department of Health and NHS leaders. It meets quarterly and is chaired by Gideon Ben-Tovim along with Vice Chair for the north, Riaz Ahmed and southern Vice Chair, Joe Hegarty.

 Terms of Reference

Purpose

  • To give strategic direction and governance scrutiny to the Race for Health programme;
  • To contribute to spreading the race equality message outward and upward;
  • To stimulate and champion innovation and achievement regarding race equality in health.

Membership

  • Each Race for Health PCT to nominate one member – Chair, Chief Executive, PEC Chair, or Executive or Non Executive Director lead on diversity.
  • The Race for Health PCT from which the programme Chair comes, to be able to nominate an additional member.
  • Programme Leads group to nominate 2 Programme Leads.
  • Thinking Partners group to nominate 1 Thinking Partner.
  • The maximum number of representatives from any single PCT is three.
  • When primary representatives are unable to attend the Board, briefed and authorised deputies may attend in their stead.
  • Chair to be elected by the Board, from among Board members, for 2 year term of office; renewable twice.
  • Vice Chair to be elected by the Board, from among Board members, for 2 year term of office; renewable twice.
  • National Director – Race for Health.
  • Senior representation from Equalities and Human Rights group at the Department of Health.
  • Independent member, with political connections and strong race equality credentials, to be identified and invited by Programme Board.
  • Learning and Communications Consultants in attendance.

Frequency

The Programme Board will meet three/four times each year, with minutes published on the Race for Health website.
